Pemex commits 93 billion pesos to rebuild Mexico's petrochemical and fertilizer infrastructure, targeting 84% of national urea demand by 2029

Pemex has launched a 93-billion-peso investment programme to rebuild Mexico's petrochemical and fertilizer industries, covering multiple sites and running through 2030. Announced on 5 June, the plan carries a combined value of roughly $5.3 billion and represents the most ambitious industrial commitment the state oil company has made in years.
At its centre is a 25-billion-peso ammonia and urea facility in Poza Rica, Veracruz, contracted to Mota-Engil and SENER. Designed to produce 708,000 tonnes of urea annually, the plant would alone cover a substantial share of what Mexico currently imports. Chief executive Juan Carlos Carpio described the broader initiative as a structural shift, saying it would give Mexico "the opportunity to produce domestically, strengthening national industry and food security."
Separate upgrades are planned across eight plants at the Cangrejera complex, expanding capacity into ethylene derivatives alongside fertilizer output. Together, the sites are intended to supply 84% of national urea demand through domestic production by 2029, reducing exposure to global price swings that have long pressured Mexican farmers and agribusinesses.
Downstream effects extend beyond agriculture. Greater ethylene-derivative output feeds manufacturers in plastics, packaging, and chemicals, sectors that have historically competed against cheaper imported materials. Reducing that reliance would narrow the currency-driven cost volatility that has squeezed industrial margins for years.
Construction is phased across the programme period. Early activity at Cangrejera and Poza Rica is expected to shift procurement patterns before the 2030 completion date, as output comes online in stages rather than all at once. Whether Pemex can execute at this scale, given its persistent debt load and years of underinvestment, remains the open question facing the programme.
